Objection to revised plans for development application A005608649
To the Assessment Manager, I ****ADD YOUR FULL NAME AND FULL ADDRESS HERE***** writing to follow up on the revised plans Manly Properties Pty Ltd submitted on 23 May 2022 for their development application lodged over land at 281 and 297 Montague Road, West End (Council Reference: A005608649). Manly Properties Pty Ltd have stated in these revised plans that: “The revised design is further aligned with community expectations about the number of storeys to be built, noting that the proposal has been reduced by 5 storeys for the northern tower and 6 storeys for the southern tower since undergoing public notification.” Their proposal for one 18-storey tower and one 20-storey tower is still not aligned with community expectations for this site. I wish to register my strong opposition on this basis, and the basis of the immense negative impact it will have on the surrounding neighbourhood, including the following: Excessive Height and Scale: Under the South Brisbane Riverside Neighbourhood Plan (NPP-007), the height limit for this area is 6 storeys for mixed use and 12 storeys for high-density residential. The applicant is proposing one 18-storey tower and one 20-storey tower – still well above the height limits specified in the neighbourhood plan. Even with the 5-6 storey reduction, approving this development would create a precedent for other developments in the area to far exceed the Neighbourhood Plan’s height limit up to 7-storeys, which would eventually turn Montague Road into a highrise wind tunnel. Traffic Impact: The revised plans reduce the number of apartments from 470 to 349. This would still equate to over 500 new car parks for the site. Montague Road is already busy and dangerous, and adding over 500 new cars to the road will only turbocharge this issue. The State Government has proposed a $1 million traffic and corridor study for Montague Road, to occur sometime between 2022 and 2024. Until this study has been completed, no new developments that will significantly contribute to the traffic load on Montague Road should be approved. Ideal Opportunity To Convert The Whole Space To Parkland: I am one of more than 1,450 residents that have signed the petition calling on Council to reject the application and for the Council and State Government to acquire the site for public parkland. The 0.4 hectares of land to the south of the site the developer has offered to forfeit as parkland is only a tool to secure extra storeys above the Neighbourhood Plan limits. The Brisbane Council’s City Plan says there should be 1.4 hectares of parkland per 1000 people. An extra 0.4 hectares is not even enough green space for the 700+ new residents who would live in these buildings. This site is an opportunity to increase much needed green space in West End. It should not be privately redeveloped at all. Instead, it should be bought by Council and the State Government to expand Davies Park. Brisbane City Council cannot accept these revised plans and must refuse this development application.
